Montecchio Way development


The development at Lynch Hill has been approved at outline and this has the proposed exit on to Montecchio Way between the junction with Mill Lane and the A31 roundabout. This has been approved by Hampshire County Council Highways. The mix of units Office/Warehouse type is yet to be fully approved. It is considered that more office accommodation would be preferable.


The work on the Mill Lane Montecchio Way junction as part of the Lidl development is underway. Traffic light phasing is the contractors’ responsibility and they are reviewing it. Work may extend until December with a possible pre-Christmas opening of the retail units.

An update from Hampshire Highways – progress of the above S278 works.


The developer’s contractor has been progressing the footway improvement works and bellmouth works on Mill Lane since the start of July and is now finalising plans for starting the next phase. The next phase of project is due to start on Monday 4th September. This phase will start at the junction of Mill Lane and Montecchio Way to install the traffic signals at the junction. This will also include associated carriageway, drainage and footway works. The developer has been working hard over the past few months to ensure the scheme can be delivered within the agreed timescales whilst minimising disruption. At this time, the works will be carried out using 3-way temporary traffic signals. The works must be completed by 8th of December due to other major works starting in the new year and we are continuing to work with the developer and contractor to ensure the project is delivering within the agreed timescales. However, the developer and contractor will need to overcome a number of key milestones in the projects programme in order for the highway authority to be satisfied the works can proceed to the next phase. This is to avoid major disruption to the road network and traffic movements through the site. This is due to the complex nature of the works and the site constraints. As a result of this, the delivery of this project may be subject to change so I will endeavour to keep you updated on the progress of the project and if there are any significant changes.


The developer will be carrying out a mail drop to local residents and placing advanced warning signs on site by close of play this Friday. I have attached a copy of the letter for your information.


For your information, the contractor will be carrying out night time closures of Mill Lane to complete the works on Mill Lane at the entrance to the new development. These closures will be between 20:00 and 06:00 from 30th August to 2nd September. The developer will be informing local residents and businesses this week of the closure.


At this stage we are still unable to confirm the opening date for the new development which is subject to the completion of the S278 works as agreed with HCC.


I will also be informing the Hampshire County councillors and Alton Town councillors of the above.

We write to advise that improvement works will be taking place to the Mill Lane/Montecchio Way Junction and along Montecchio Way to London Road from 04TH September, lasting until December.

The works will affect the section of the road from Mill Lane junction with Montecchio Way, extending along Montecchio Way through the junction with London Road and a short way along London Road.   The works will comprise the construction of a footpath to connect London Road to Mill Lane and modifications to the Junction at the intersection of Mill Lane and Montecchio Way.

To execute the works safely and in the shortest timescale, traffic management will be required.  This will involve the operation of single file traffic, controlled by temporary traffic lights, during the period of the works. These will provide protection to road users and the operatives completing the works in Mill Lane, the Junction of Mill Lane and Montecchio Way, along Montecchio Way and London Road.

The works when completed will provide the permanent benefit of pedestrian access between Holybourne village and Mill Lane and improved operation of the road junction at the intersection of Mill Lane and Montecchio Way.  Please accept our apologies for any disruption and inconvenience you experience whilst these enhancements to the locality are put into effect.
